93 Accord revs to 4500 before upshift

Default 93 Accord revs to 4500 before upshift

Hello All,
Newb here trying to get my son's 93 Accord to shift properly.
I did some searches and think the VSS may be the culprit although speedo is working. No CEL or D4 flashing.
Trans will not upshift until 4500+ RPM , 1 to2, 2 to 3 and will not go into OD. Stays in third. When it shifts it feels firm, crisp. No slipping that I can tell.
And when I decelerate, not even braking, downshifts are abrupt, and seem too soon for the speed I am going. It doesn't seem like it wants to coast.
Car sat for a while through the winter and was fine before.
Since I have no CEL showing, will using jumper method show me any codes?

Any help greatly appreciated.

Can't hurt to check.

But it might be that the transmission cable needs adjustment. That's the cable going from the throttle-body down to the trans.

The lever it connects to on the trans moves freely.
The cable seems tight and intact

I think the lever on the trans is supposed to just begin moving off it's stop, exactly when the throttle opens. If the cable's too tight, then the tranny will "think" you have your foot in it so it shifts at higher RPM.

Set the cable a bit looser, until it goes a bit slack. Then tighten so you just barely remove the slack. If that's essentially where it is NOW, then lets hope someone else chimes in. I'm not much of an auto-trans guru.

I would say it just begins to move off stop as you described
