I'm new to the forum but I've been trying to figure this issue out sine I've had the car. I just left it alone after a while cause I wasn't driving the car. I've had it serviced and kept asking everyone I knew that had an accord with the year of 94-97 if they had the same problem with it not being cold enough. Thanks for the tip in finally resolving this issue.

LOL LOL .....don/t mean to insult you my friend but that is your trick????? if the cable is adjusted properly you don't have to do that ...there are 2 adjustments on the cable 1 under the hood at heater valve, the other under the dash on pass side where the cable controls the doors ...
unhook cable from heater valve, unhook cable from under dash, turn heater **** al the way to cold, pull on the lever where the cable attaches under the dash so it is all the way close, hook the cable , go at heater valve pull the little lever on the valve so it is all the way close. hook the cable ,,,,,If adjusted properly when u are all the way on hot or cold the cable will open or close fully,, no need to go under hood and pull it manually
