95 Accord need some help

I went off the rpm marks that are on the gauge. Just to give you a background on me ( I know you were not bashing) I am no stranger to auto repairs I am a master gmc tech but since I swapped jobs I don't have all my dio tools and I am not amazingly well versed in honda systems... I did clean both sides of the plate as well as the holes that feed the iac valve... checked and the coolant hoses were not blocked.. air filter is not clogged... I did remove the front Plate on the fitv and found the plastic nut tight no excessive carbon buildup etc

Thanks for the background. The tachometer marks can be confusing if you look at how Honda skipped 250 after 0 rpm.
The low idle at startup is what I'd start diagnosing. If you take the snorkel off the throttle body, one hole is the bypass for the IAC and the second hole is the bypass for the FITV. When the engine is cold, cover the lower (FITV) port with your finger. Does the idle change and does that port have a strong vacuum?
If you can read fuel trims live, you can figure out if you are running rich or lean when you start getting the misfires via the obd2 port.
