Default 95 EX 2.2L cranks, but won't start after sitting for 3 years.

Hi,
BACKSTORY: My buddy bought his 1995 Accord EX with a 5-speed new in late '94. He passed away in July of 95 and the car was driven by his mother until she gave it to me a week ago. It only has 3200 miles! I drained the tank, changed the oil, replaced the spark plugs, fogged the cylinders, and bought a new battery.
ISSUE: It cranks, but does not start. It will run for a few seconds on started fluid.
I replaced the fuel pump but nothing has changed. The fuel relay is hard to find and runs >$100 bucks, but I was thinking of replacing as my next step.
Here are my next steps in sequence:
1. get a fuel pressure gauge
2. replace the fuel regulator
3. Replace the fuel filter (PITA)
4. replace the injectors
PLEASE LET ME KNOW WHAT ELSE I CAN TRY. I would really like to get this back on the road and feel as if my buddy is with me driving around listening to Nirvana, Candlebox, and Depeche, just like we used to

When did the car last run?

Before replacing any parts, I'd recommend doing some observations and some basic electrical testing. We've seen new aftermarket parts on this site that don't work right out of the box.

Turn the key to the II position, but do not try to start the car. Does the fuel pump turn on for about 2 seconds, when the check engine light does the bulb check? The fuel pump makes a faint whirling/buzzing sound from the back seat, so turn off the radio, blower, etc and listen carefully.

thanks. I get no noise from the pump. I even wired the pump directly and madensurenit was working (used alligator clips to the wiring-i could hear the new pump working) and still no start.

You probably replaced a good fuel pump, so hold on to the original as a spare, as some aftermarket pumps may not last as long as the original.

Your next step is to use a volt meter or a 12V test light to test at the main fuel relay. It is under the driver's dash in the general area where your right knee would be when sitting in the driver's seat. I can give you wire colors if you want to start testing.

Google CD7_CD9.pdf and you'll find a pdf of the 94 shop manual that is identical to your 95. The 95 EX MT was my first car and I used this manual for most issues.

Check 2, 5, 6, and 7 for 12V under the conditions to see if you are missing a power to the MFR. Use a good ground for your - volt meter lead, like a bare metal bolt under the dash.

If you supply 12V to #4 with the MFR unplugged, the fuel pump should turn on.

1. grn/blk Continuity to ground through ECM (the ECM grounds this circuit to prime the turn on the fuel pump).
2. blu/red 12V when key turned to start position
Space
3. blk Ground at all times

4. blk/yel 12V to fuel pump
5. red/wht 12V with key in I/II position
6. yel/blk 12V with key in I/II position
7. wht grn 12V at all times
