97 Accord LX AC compressor and condensor fan won't engage

That is how it is wired. The fans are turned on when a ground is supplied to the green wire if you look at the wiring diagram.
Ground is supplied through either the coolant temperature sensor A or the a/c thermostat. When the a/c thermostat turns off the compressor by removing a ground it also turns off the fans.
The only way for the fans to stay on if the coolant temp is high enough to close the temp sensor A.

Crisis averted. After riding home from work, I turned off the AC and let the engine run while parked. Both fans started cycling on and off about every 3 to 4 minutes. Sounds to me like everything is normal. Thanks everyone who helped answer my questions.

When you did that, the fans were supposed to come on when the temperature gauge was about 50% or a bit higher. OFF when it comes down a bit below 50%.
When the car's actually moving (AC turned OFF) the fans probably don't need to come on at all. Plenty of air being pushed through the radiator by the car's motion.
So... YEAH it sounds like it's doing what it's supposed to do.
