98 accord LX 4 cyl starting issues

Hey guys,
I have a 98 accord and the starter works, though the engine takes a long time to crank. It's as if there is no gas, though you can flood the engine if you keep the gas down or pump it. it is like the cap and rotor is worn, though they were just replaced 33K miles ago.
The car has 88K miles and just professionaly serviced, again 33K miles ago (timing belt and water pump full service)
The alternator is working fine, after starting you read 14.8 vdc at the batt terminals.
Battery is good, though voltage seems a bit low. The local auto zone "sees a drain",...?

I just installed a new cap and rotor, the "old" had corrosion on the cap and I also noticed sparks coming out of it while the engine was being cranked.
The weather is rainy and humid, lets see if this changes anything.

Warm start ? Cold start?
Pumping the gas on a fuel injected car is useless.
Did this problem start after the T-belt service?
Timing is dead on Perfect and the throttle cable has a little slack in it?
Cold start ;turn the key on and wait 5-10 seconds then crank the engine.
No pumping the gas pedal.
Warm start or 'short trip' ; turn on the key wait 5-10 seconds then crank the engine.
NO PUMPING the Gas pedal.
If the engine doesn't start after 10-15 seconds cranking.
Stop cranking, then hold the gas pedal 1/2 way and crank the engine.
There was a Service news article about this "short trip won't start".
There will always be a small drain on the battery, the power is being used for memory of the ECU and the radio.

Problem started just yesterday (33K after the belt service)
Timing is perfect
Thanks for the advice, the only thing I can see is that the car hasn't been driven for a week and it has been raining here for the majority of the time.
Sons car, drives back and forth to his friends house (5-10 miles each way).

had 86 yota 4x4, 22r with 185K, sold it to a friend and he drove till 300K,..what a great ride
