Default '99 Accord EX wipers "slamming"

my wipers will "slam" on both the up stroke and down stroke. it's as if there is a stop in the wiper system that has broke. the drivers wiper goes outside the windshield on the up stroke and slams down to the absolute bottom of the windshield on the down stroke. any ideas on how to fix or just live with it? really annoying when it rains.

Looks like the first step is to remove the wiper arm bolt then tighten.

If tightening the bolt doesn't fix it check the wiper transmission under the cowling. My 2000 was doing that and a rubber grommet was worn. I replaced the whole assembly under the cowling.
