Can somebody help me understand why I can't upload an Avitar??

When I go to "edit avitar", there's no option to upload or link/code.

Any ideas?

I can put an avatar in for you, but I haven't been able to figure out why you can't put it in yourself. (Apparently it's the same for everyone)
