Smile A/C problem

I just got this 97 special edition and it is nice. the air does not work sometimes when you put it on. if you hit under the dash on the passenger side the air will blow hard and cool no problem. any ideas on how to fix? i used to have a 94 accord LX but i did not get into it too much i never had time to do anything myself.
