Default Car won’t start, Fuse problems.

So I have a 2013 Honda Accord LX my car won’t start. Testing the fuses they have continuity, interior fuses 19,20,21,22,23,27 and 41 have a reading of zero volts. Under the hood fuse boxes 23,24 and 25 also have a reading of 0 volts.

when I disconnect the negative terminal it gives me a voltage reading. Need help figuring out what’s going on. Car doesn’t start it makes the click sound but that’s it.

Not all fuses have 12V at all times. The headlight fuses are an example where they only get power when the headlight is on.

Your description of a click from the starter is classic of a starter solenoid problem. You can replace the solenoid or get a new starter. The only other thing could be the + battery cable to the large post on the starter has a bad connection or that large wire is corroded/damaged.
