The D4 9 blinks is for the vehicle speed sensor (VSS) on the transmission. Replacement is not too difficult. I would suggest you download the shop manual from the spooner link posted in the online manuals thread in the DIY forum.

When you first turn the key to the II position and not try to start the car, does the check engine light turn on for about 2 seconds?

I made a mistake when I posted before. The code 9 is the countershaft speed sensor. I am sorry about the mistake.
