Oil leaking where the distributor mounts against the cylinder head is easy. There's an O-ring on the part of the distributor that goes into the head.

A bad seal INSIDE the distributor would leak out where the distributor cap meets the body of the distributor. Officially that seal isn't replaceable, but some people have found a seal that works, for certain years/versions of Accord. Search for those threads on this board.

Yup, the outside "O" ring is the most common culprit. I used to have the seal number and contact info for the inner seal (I had searched the archives on this site), but that was with my old computer, and I've since lost the info. You can tell quickly if the inner seal has gone bad, as the inside of the distributor will have a fine mist of oil on everything, with a pool of oil collected on the bottom.

I replaced both seals, the inner-seal I believe is the problem and it still leaks. I bought the set from napa. I don't see oil residue where the distributor meets the engine block, so it's likely still the internal seal is not right. I used a socket to seat it with a hammer. This sucks. It leaks quite a bit and leaks through the starter area all the way down towards the edge of the transmission onto the floor. Good news is that it's not a rear main seal problem from what I can tell and this is it. Valve cover gasket could still be a problem, but If I put my hand where the plastic meets the distributor housing I get oil there at the bottom on my hand. A non-oem distributor won't hold up well and I'd like to find a way to fix this, but it's not looking great at this point. A non-OEM replacement is about $80 on amazon, another seal kit is $13. I have always heard never go non-OEM on honda distirbutors in terms of reliability. The 96-97 distributor that came with it is completely different, otherwise i'd swap the guts from this model year over to it and call it a day. Any recommendations at this point?

On my 97 while I was doing a bunch of non-running trouble shooting, I bought a new distributor from Rock Auto. It worked great once I got my fuel issue fixed. It was still in the car when I sold it. And yes, the inside seal was dribbling on the old one.
