Okay, did another testing after re cleaned the carb again.
If choke is on, fully or half way, I have idle. If choke fully disengaged, engine stops.
Does that mean that the carb is getting way too much air as if choke is on, the flap is closing in (no air goes to there or at least a little) and when choke is fully disengaged the flap is wide open so air flow is getting there but way too much?
OR...does not get enough fuel when the flap is open...(not sure how that can happen tho)...
On the electrical problem, the battery light is on and the break light is on....however, battery+alternator brand new measuring 12.6 at battery 13V at alternator.
break light is on but I am having breaks with no issue...+ break lights working too, still no low beam at the front side but there is at rear side...
its a mistery.

"the model is Honda Accord EX, SY SJ 1983 "
I went to look up a parts drawing for the carburetor, and it looks like 1983 didn't offer an EX trim level. Only LX, DX in the hatchback and also SE in the 4-door. So what is your car?
I was trying to figure out what the idle-control system was back then. If the carburetor is old-school, your issue sounds like a simple matter of adjusting the idle. But at some point they started a crude method of active control for the idle.

hey Jim,
it is EX, SY SJ, Japanese import. engine code starting with EL. I can not trace the VIN number on any database besides a russian which I found it weird.
I think I will take it to a mechanic but difficult to find one who understands carburetors these days...
thanks guys for the help

The carburetor controls the idle along with sensors. I want to point it to the carburetor needing adjusting but wanted to exhaust all possible issues first. He is right not too many mechanics know the carburetor system so he will be in for a good search. If you can find an older mechanic you should be good.
