my 94 accord that I had used to come on when I lived in St Louis and that was only on the REALLY hot days when the temp was like 110 outside. I never heard my '98 v6 fan kick in and I have not had my cl type S long enough to notice that.
if you want to test to see if the rest of the system is working you can unplug the sensor that DH mentioned and jumper the wire and see if the fan comes on as it should.
