2.Place paper clip in cel plug to read codes and the light does not blink. (im 99% sure I am jumping the correct plug)

3. pull out paper clip and the cel light goes out and you can start the car it runs and drives fine.

4. get back in car start engine and the cel light is back on and it is spitting and sputtering again.

Suggest first resetting ECU by pulling BackUp (7.5A) fuse in underhood fuse box for 20 secs. Report back what happens next.

Check Engine Light should come on for 2-secs and go off when keyswitch is turned to On. This is a bulb-check.

Check FAQ's for code check procedure. Service Check Connector plug is a blue 2-wire plug and wires were Org/red and grn/wht in 90 Accord. It is usually plugged into a dummy female connector. Check autozone online manual wiring diagram for your wire color to be sure.

good luck

The problem was moisture in the electronics. i found the floor board to be wet and once i cleaned up all the water and let the car dry it starts with out all the stumbling and sputtering.
