Default Passenger Side Windshield Wiper Not Working

I was letting my car warm up the other day during the snow we had up here in New England, and I had left my windshield wipers going. When I came outside, the passenger side wiper was not working correctly, but the driver's side is fine. When I turn the wipers on, it only moves a tiny little bit. It doesn't even go up an inch, really strange.

Would this be a problem with the wiper's transmission linkage? It's a 1996 Accord LX.

More like the "ice" stripped the arm IMO.

First thing I would do is remove the wiper arm and see if the "stud" turns/rotates. You "might" be able to reposition the arm on the stud and tighten it down and get it going....just don't let it freeze to the glass again.
