Rack Power Steering Leak

There is a small leak in a hose near the bottom of the radiator. It is part of the power steering line. I plan to replace the 3 rubber hoses and the power steering reservoir. When I remove these hoses, can I get an air hose and blow out the power steering fluid that goes to the pinion rack? I just want to replace the fluid while I am at it. If not, is is OK to just add new fluid and then it is about 25% old and 75% new?
How are you today, my similar accord 1998 is having the same issue of fluid leak from the steering rack, is there no way to stop the leaking than to change the whole steering rack. My mechanic told me i have to change the steering rack to solve the problem completely.

It is possible but difficult to repair a leak from end of the rack (leaking from end seal into dust boot). See following video of repair of Toyota Tundra. It will be similar for Accord, but access may be more difficult. You would need to assess whether a DIY is possible.

The leak I have is the hose at the bottom of the radiator under the power steering reservior. I changed the 3 hoses in that area and everything is fine.
