Question Rpms running high...?

Hello I am new to this so bear with me....heres the problem..

I have a 03 Accord Ex in which the rpms seem to hold steady at 2000+ driving at 55mph and even when I first start it in the morning it stays at 1000...is that average?? I also just has alot of maintenance done which was suppose to fix this but didnt (replaced o2sensor, vtech valve, also oil change new brakes and rotors and new tires..) I used to get about 400+ miles to a tank of gas now Im getting roughly 300+......and I just started using the lucas to help hopefully.. Sooo any suggestions on what could be causing this would be appreciated!!! Thanks!

Is this an auto or manual trans?

Are there, were there any stored codes in the PCM?
