Default Timing Belt Casing Oil

I'm adjusting my valves and noticed that my timing belt looks good, but there is some oil residue in the timing belt casing. Is a little okay, or must it be completely dry? What's the likely source of the oil?

Those 79 Accords are really bad about having leaky cam seals
