Default Unigue speedo problems?

So i spent a couple hours searching posts and seem to have a unigue set of problems with speedo not working, or do I? I have a 94 4 cly. With an auto trans. Speedo has always been stuck at 20mph, and the cruise control works fine, so from what i understand(which is very little) the vss is good. So i assume gauge cluster and replaced it last night. This time it went to 100 (At least its a cooler number) and i was wondering if someone who is more experienced than I could share some input. Btw there is no check engine light on either gauge cluster. Thanks for reading.

Issue is still probably due to a faulty speedometer. You may have gotten a faulty used one too. Just swap the speedometer's circuit board instead of the gauge cluster to retain the odometer reading.

Yeah thats my guess too. I actually drove it today and the speedo kind of works just reads twice as much as actual estimated speed. I tried to pull codes but nada, and like i said the cruise still works so what else? Thanks for help.

So maybe you could expand on the part about the circuit board swap, not quite following. ....
