Default Windshield Wipers

'97 EX with 169,000 miles. Love the car. Got the timing belt replaced at 101,000 miles. Does it need to be replaced every 100 K miles? Or is that just the original T belt?
Here's my quandry -
The intermittent wipers always work, but the continuous mode won't work unless the car is plenty warmed up. Often they'll only start from fast then to the slower-and only after the car is warm. I took it to the dealer and it sat for 2 hours and worked! Hot day. I'm going to take it back and leave it over night so they can diagnose it when it's cold. Any thoughts on this strange phenomenom?

I've never seen or heard of this problem, my guess would be the wiperswitch itself.
Post back and let us know the fix

Timing belt is best if done every 80k-90k miles. I think Honda lists it at 90k miles, but I am not sure.
