Default Won’t shift out of park, sometimes…

My 2003 Accord exl, sometimes I can’t shift it out of park. All brake lights and horn works, checked fuses and were all good. The only way I can get it to shift is, turn the key to the on position and then shift into neutral and start the car. I can also use the key in the slot and depress the button to shift out of park and put in neutral to start car. I read that TPS could cause this issue? Any other ides? If I do change the TPS! What is the re-learn procedure. Thanks for any help….

The TPS can't cause this, so don't replace.

When driving the car, can you get the cruise control to work and shut off by using the brake pedal?

Yes, everything is working normally, while pressing on the brake pedal, I can hear the shifter solenoid actuating.

If you hear the shift lock solenoid click, then maybe it is stuck mechanically or not retracting fully. Maybe pull off the center console and inspect the solenoid/key release. Maybe a shot of wd40 into the solenoid and/or the release mechanism will free it up?
