F22b1 vtec in my 96 accord doesn’t work.

Default F22b1 vtec in my 96 accord doesn’t work.

I got a f22b1 that had a bunch of issues including vtec not working. It’s a lx model with the ex motor and whoever swapped it out did a fantastic job at screwing it up. vtec only activates if i physically put a small metal spacer on the valve that’s inside the solenoid. Nit sure what step I’m missing besides check oil pressure just haven’t gotten to that yet. Also this is not a flip switch nor have I messed with the ECU-PCM. Is this going to cause damage to the motor since the valve only has about 2-3mm of room to work with? Isn’t that technically the same thing as a flip switch, so it stays open all the time?
