A timing belt rotates your cam gear...your cam gear is connected to you camshaft. It's called a timing belt, because the position of your cam gear effects the timing of your camshaft.

Do you think that replacing the timing belt would be a good investment? Would a new cam shaft be better? How hard would it be for an 87 accord with like 130K miles?

Replacing the belts is part of the maintenance of the car...items that wear need changed everynow and then. Replacing a camshaft is often a performance mod, rather than a maintenance. Camshafts are solid and grinded down to the profile (or shapes) that it takes. So for maintenance don't worry about the cam.
