Compression was good, I believe valves work. Sounds like timing is screwed, when at tdc valves not fully closed. I'd remove valve cover and walk engine thru the 4 cycles and watch coresponding valves operation and timing marks - make sure it does what it says.

The leak down test was done at TDC/compression stroke. Valve lash was adj. about 6 months ago per FSM spec's. This isnt looking good haha.

I will try and check the timing this weekend. I'm in the middle of fixing my Evo too.

I just got done checking the timing belt on the engine. At TDC, all necessary marks are lined up perfectly. I rechecked the valve lash and they are all still per spec. Rotated the engine to make sure the valve train was doing its job properly, good there. Finally I preformed another leak down test and I keep hearing a slight hissing/leak on the intake side (all 4 cylinders). The car usually will idle and drive ok for a while when it reaches operating temperature. Thus, my final assumption is that the valves need to be re-lapped due to not seating correctly when cold.

Default Fixed the problem

I finally installed a new cylinder head on the F22B2. I purchased a refurbished head from J&C Enterprise on eBay. I was a little weary to buy a refurbished head from ebay but I am completely satisfied with their quality work and customer service! I also purchased OEM Honda gaskets and head bolts from Majestic Honda (http://www.hondaautomotiveparts.com).*

After the new head was installed I bleed the system and started the car. It still had the same idle issues that I was having before, even after all the bubbles were out of the system.*
I then sourced a good ECM for the car and installed it.... Problem solved! Haha
For those of you that have idle issues and have tried just about everything to fix it, with no prevail; Swap out for a good ECM!*
