Those readings above are normal.

Under the driver's dash, if you disconnect the 20P Connector C457, there looks to be possibly 3 blue wires on the female side based on the circuit diagram. With the ignition on, check if there is voltage on each one of those. One blue wire will be coming from the fan timer, another blue wire is from/to the radiator fan relay, and another blue wire will be from/to Connector C309 (which will lead to the condenser fan relay).

Then on the male terminal side of Connector C457, check if there is voltage on any blue wires.

The bad thing about the older Honda electrical diagrams, is they they don't specify the number for all the pins for every electrical connector; so, it doesn't tell me which pins those blue wires are at on Connector C457, to more easily isolate the area.

In regards to your A/C not working, at Connector C309, try attaching a spare wire to terminal 4 for the Blu/Yel wire and grounding it. With the car running, see if the A/C runs. Only do this briefly. If it does, the A/C issue may possibly be due to a faulty A/C thermostat.

alright, another oddity. I was trying to atleast have one fan working because i need to drive the car, so i replaced the Switch on the thermostat housing. The fan worked when i jumped the connector but wont work with the new switch, hasnt turned on since i swapped it.

OUCH, that's bad.

Normally we're glad to hear the "end of the story" for troubleshooting & repair, but I'm not gonna say I'm glad to hear this one.

I am sorry to hear that the car was stolen. I was really hoping to hear the cause of the fan and a/c problems and resolution.

If anyone has a cheap daily driver in or close to South Carolina, i could DEFINITELY use one! Insurance wouldn't even give me a rental, better yet any of the funds back.
