Default '96 Accord Fan and Windshield Wiper Issues

I'm having an electrical problem on my '96 Honda Accord that has me baffled. The previous owner of this car had rigged up some kind of amplifier in here, and I'm guessing they didn't wire it up correctly and caused something to malfunction on my fan speed (for the Heater and AC) and windshield wipers. The fan doesn't come on at all, nor does it change when I try cranking up the speed on the *****. I'm guessing that the fan motor could be bad, or just that the ***** aren't hooked up because of someone tinkering with the electricity. The windshield wipers can't be controlled, and sometimes will just activate at random with no user input. Any help would be appreciated, disassemble diagrams are welcome too. If I need to be more specific, don't be afraid to ask. Thanks!

For the fan, there is a two pin electrical plug going to it. Unplug it and use a volt meter to find out if there is voltage when the fan should be running. If you have voltage, hit the bottom of the fan to see if turns on (caveman test).

As for wipers, they are on a different circuit than the heater. There are some tests that you can do at the switch to see if it is malfunctioning. The online manuals thread in the DIY section has a link to a site with a 94 shop manual that will show you all of the tests to try on that switch.
