Confirmed Fix -1999 Accord has non working Wipers, Parking lights, and cruise control
Ok. About the parking light (combo switch)...
I played around with #10 fuse on passenger side so much that it will not hold the fuse anymore.
I plan on going to the junk yard to get another passenger side fuse panel tomorrow.
I tested both items, Red/Blk (switch on) and Red/Green, and read Zero voltage.
Are we certain that fuse #10 feeds the parking lights?
The the side markers still come on with the headlight combo switch in the "On" Position. And turn signals work too.
Also, it had this problem before I broke the #10 receptacle. #10 was working (to some degree) as I no longer have courtesy lights without it, but I did before.

OK. For the Wipers...
I checked Fuse #12(30A) and #(7.5A): Both are good (not broken)
I located and checked Grounds as described in the photos., Under the dash looks clean and super tight. The Ground connection in the engine compartment is connected, but is CAKED in old dried up black grease, and so was the relay box (for the intermittentcy).
I am rolling pulling the car out of the garage to spray a little engine degreaser on the ground connection under in the engine compartment and and on the the (intermittent) relay box to clean them.
Is it possible that the other problems the other problems are related to that ground connection under the hood? This Accord has a total of 3 ground wires connecting at that greasy location.
If I clean between and re-fasten those ground wires, to no avail. Would that mean the switch should be tested next? (Then the motor is there is no short)?
I will clean those connections tonight and go to junk yard tomorrow.
Depending on how much money I have, I will get:

I went to the Junk Yard today, but they told me to come back tomorrow.
(The girl on the phone said open till 5pm, i get there at 4:10 and the boss man says they close at 4:30 and there are too many Hondas for me to walk back there and pick one in 20 minutes). They said they have a whole row of accords. The junk yard went past the horizon , Huge!
So... I'll try again tomorrow. (They're open 7 days a week).

Wipers work again (however, he did say they worked every once in a while.
Also, dome and door lights work again, and here's the kicker...
The combo light switch is getting power on the Red/Blk wire when in the "parking light" setting.
So switch tested ok, but still no parking lights.
What should I test next? Bulbs, broken wires?

Ok, combination light switch does seem to work. Does gauge light up in park setting? If not, refer to my post # 9 in the following thread and following the instructions in the video to see if it is due to the MICU. If the lights still do not light up, then see my post # 12 in the same thread and check for power to see if it is a wiring issue coming from the combination light switch.

Edit: It sounds like the gauge lights come on when light switch was turned on, except in the park setting; so, it may not have to do with the MICU.

Imagine turning the combo light switch to the "parking light" position and nothing happens, same effect as the "off position".
But when you turn it to the "On" position, everything seems to be working like normal, with the exception of illuminated cruise button (push in on dash), the clock illumination, and the shift selection illiumination at the shifter, and odometer illumination.
I just replaced both switches anyway, and there is no difference.

Also when I replaces the passenger fuse panel, I found that it had two relays and what looked like third large green relay on the back of the panel.
Maybe the driver side fuse panel has relays behind it too.
