cruise control & horn problem

Default cruise control & horn problem

Lookin for some help if any one can. I have an 86 accord with a cruise control and horn problem. neither on works. the on/off switch for the cruise control lights up, but the buttons on the wheel won't activate it. I am assuming that the cruise is ground activated like the horn, and i have tested the three wires which run into the cruise control slip ring by connecting my test light to one of the hot wires running to the ignition and touching each of the wires on the slip ring, with no result. if they were hot, i'd have gotten a spark, if they were grounded, the test light would have come on, i got neither. If anyone has any idea where the wires from the slip ring run to, or where they should be grounded, please let me know, I couldn't really follow them once they went into the wire loom. Any other suggestions would be appreciated as well. thanks.
