ewww... perhaps a long pic would help. they sell long pick tools at sears. i'd advice against starting it up. the plastic could melt and mess with the compression/oil control rings or could fly up and, worst case, bend a valve.

Why not start the engine w/ the spark plug removed for a few seconds. This will blast air out the spark plug hole and hopefully eject the wire-tie.

I'd lower the piston to it's lowest point and then reach inside with this very inexpensive tool:
The lowered piston should give the tool enough room to bend-and-slide into different locations around the top of the piston. Then you can extend and retract the grabbing fingers at each location. As long as the tie is not laying perfectly flat on top of the piston, doing that several times should grab the tie and allow its removal.
If the tie is indeed lying flat, put a small magnet inside the grabbing fingers. Wrap a layer of electical tape around the fingers to secure the magnet in position. Make sure the tape itself is secure! Then lower the fingers w magnet into the cylinder and go fishing for the tie.

first try to use a flash light or a camera and see if u can see where it is... then use the deive, but yeah no magnets on strings and dont start,, mabe crank(if u can)

put the piston 1/2 or 3/4 way up get a screwdriver or anything small enough to get in there ,, put some grease at the end of it and give that a shot ..
