I am not familiar with accord, but I have no power going to the cooling fan....what is the most likely problem

 

Water temp sensor ...... or a few other things ..... look in the DIY section

 

83model has a temp sensor switch located in the bottom of the radiator, passenger side.
You can unplug the connector and jumper the wires; then turn on the key and the fan should run.
If the fan does not run check under hood fuse panel relay/fuses
