Had a similar problem on my 95 accord.

There are two grounds bolted under below the headlight under the bumper (IIRC) with several black wires going to it. Unbolt those grounds and clean the bracket and bolt. The pdf is for a 95 accord, but your 91 will be similar. They are labeled G201 and G301 in the attached pdf.

 

I don't think I've seen those on mine. my bumper was torn off when I got the car so.. Yeah could be the reason.. But I took the instrument cluster out had bad burnt spots on the circuit board so I clean it a little and got the oil and battery and seatbelt lights working but I will check for those grounds tomorrow

 

Grounds G201 and G301 are located differently on a 91 compared to a 95.

G201 is located on the right side of engine compartment, on inner fender panel.

G301 is located on the left front corner of engine compartment, on inner fender panel.

 

Okay I will check those out sometime when the rain slows down today

 

Ok cleaned those grounds still nothing different. The only think that has helped is cleaning the instrument cluster circut board.. I think I'm going to try to find one of those localy for cheap I hope
