Where were you testing the red/blk wire for power when it had 12V? Were you back-probing at the headlight switch?

Default I think its fixed

I believe that I may have found the problem. I took the headlight switch and the wiper switch wire harness off and found that a part was burnt near the plug under the dash right on top of the fuse box. I fixed that issue and so far everything is working well. Thanks again guys for all of the help.
